An eclipse's time is the moment of greatest eclipse. A lunar eclipse can be seen from anywhere the Moon is above the horizon at the time. A penumbral eclipse only dims the Moon slightly, so it's easy to miss with the naked eye. A total solar eclipse is total only along the narrow path of the Moon's shadow; across a much wider area around it, it appears partial. Not every eclipse is visible from the US.
